6. Fuel Delivery Procedures

  1. PRODUCT DELIVERIES (OIL)

Please find attached at ANNEX E, a Gallons to Litre conversion table for your information and use as necessary.

6.1       Delivery Standards

6.1.1    ANNEX H, identifies the Delivery Standard required by this company for carrying out safe and secure deliveries.

6.1.2    The Delivery Standards set out the minimum requirements for the delivery site and the actions to be followed by driver making delivery.

6.1.3    Guidelines For Oil Storage Facilities (Commercial)

It is our company’s policy to conduct its business in a manner that is compatible with the balanced environmental and economic needs of the communities in which it operates.  The company is committed to continuous efforts to improve environmental performance and ensure appropriate operating practices.

The following points are an industry guide to ensuring that the storage facility is deemed in a fit state to receive fuels.

  1. Bunding: The tank should be surrounded by a bund capable of Containing the total capacity of the tank plus 10%
  1. Gauges: It is important that each tank has an accurate Gauge which can be regularly tested for precision
  1. Vent pipes: Should be regularly checked to prevent  blockages
  1. Grade labels: All  tanks  and fill-pipes  should  have  grade  labels fitted
  1. Numbering: If more than one tank on site, each tank and fill-pipe Should be clearly numbered correspondingly
  1. Fill-pipes: Should be approximately three feet from the ground and should have a gate  valve and non-return valve fitted
  1. Access: Clear, unimpeded access to and from the discharge area is needed. The area should be free of Hazards and equipment maintained in a safe state
  1. Lighting: The discharge area needs good lighting for Deliveries
  1. Water: Any waste that gathers at the bottom of  the tank needs to be drained off into a suitable container regularly

6.2       Delivery site risk assessment

6.2.1    The Delivery Standards and Product Delivery Risk Assessment contain the standards and guidance for driver to make a safe delivery.

6.2.2    Drivers generally work alone and need to assess each delivery site on arrival, even if already known to driver.

6.3       Documentation

6.3.1    Running Sheet

6.3.1.1             A Vehicle Running Sheet will be issued to drivers along with scheduled delivery tickets at the start of each shift.

6.3.1.2             The following information must be filled in prior to leaving the depot:

  1. Drivers Name
  2. Vehicle Registration Number
  3. Date
  4. Speedo Start
  5. C/F Left on Vehicle total

6.3.1.3             Any product uplifted from Suppliers should be noted in litres at the time of uplift. Subsequent deliveries should then be recorded line by line, listing each customer’s name, delivery ticket number, number of litres delivered and the reducing balance (as required by law).

6.3.1.4             To complete the Running Sheet, the following information should be recorded on return to the depot:

  1. Speedo Finish
  2. Total km’s travelled during shift.
  3. Total Delivered (litres)
  4. Left on Vehicle (litres)

 6.3.2    Safe Discharge Certificate (Certain Terminals Only)

For some Loading Terminals a “Safe Discharge Certificate” (S.D.C.) is required. When this arises, you must liaise with a competent person on site who is fully aware of the delivery procedure and the implications relating to the signature on the Safe Discharge Certificate.  If you cannot find a competent person on site please phone your Transport Manager for further instructions.  Do not proceed with the delivery unless this person is located.

With reference to unmanned deliveries you must be able to satisfy yourself that the product can be safely discharged into the tank.  If not, then you should contact your Transport Manager for further instruction.

6.3.3    Procedures For The Use Of “Safe Discharge Certificate”

  • Driver to check that Delivery Address is correct.
  • Handover the S.D.C. to the customer in order that the S.D.C. can be read and signed accordingly.
  • Driver to check S.D.C. to ensure that the Delivery Ticket has:

– Customer’s name is correct as per ticket.

– Delivery address is correct as per ticket.

– Quantity to be delivered is Same as on S.D.C. as ticket.

– Grade to be delivered is same on S.D.C. as on ticket.

  • Driver checks with the customer that the Grade Order is correct.
  • Driver checks with the customer that the Quantity Order is correct.
  • Driver to complete and sign his section of the Safe Discharge Certificate.
  • If product is to be discharged into more than one tank ensure customer clearly identifies what quantity and grade for each tank (DO NOT assume that they are inter-connecting tanks).
  • The delivery is terminated is the customer refuses to sign the S.D.C.

If in any doubt, do not proceed; contact your depot supervisor for advice

In the event of an UNMANNED delivery you must be able to satisfy yourself that the product can be safely discharged into tank (i.e. Tank Grade clearly marked, Tank Gauge working or Tank Dip available).

6.3.4    Certificate For Licensee-Controlled Deliveries

To comply with “The Road Traffic (Carriage of Dangerous Substances in Road Tankers and Tank Containers) Regulations 1992” it is a legal requirement that a petroleum delivery form is completed for all petroleum deliveries.

6.3.5    Delivery Tickets

6.3.5.1     Scheduled Delivery Tickets will be issued to drivers on a daily basis.

6.3.5.2     Drivers should check each ticket before delivery for any special instructions or for specific volumes to be delivered. Please read and follow all messages that are printed on.  Contact your office if you are unsure

6.3.5.3     The company delivery ticket should be shown on arrival to customer if possible.

6.3.5.3     Tickets that are starred in the top left hand corner “NO CHEQUE, NO DELIVERY” must not be delivered unless funds are received.  The customer will already be aware of this requirement.  If no-one available on site please call office as fuel can be diverted to another customer within same area.  During out of office hours, where no funds are available or there is no person on-site the fuel must not be delivered in any circumstances.

6.3.5.4     For commercial/industrial deliveries obtain customer signature prior to making delivery to confirm ullage wherever possible.

6.3.5.5     Where applicable, Delivery Ticket should be inserted into onboard meter printer at time of delivery and checked on completion to ensure that meter stamp has been recorded showing number of litres delivered.

6.3.5.6     The customer is to sign ticket after delivery, the driver to endorse ticket ‘UNATTENDED’ if no customer signatory is available

6.3.5.7     A copy of the ticket is left with the customer or at the site.

6.3.5.8     If, for any reason, fuel cannot be delivered, or tank cannot be fully filled, reasons should be marked clearly on the appropriate ticket and Transport Manager advised in due course.

6.3.5.9     If for any reason the tank is full, the appropriate ticket should be marked “N/R” (not required), and returned to office.

6.3.5.10    Temporary Tickets. From time to time, the office may contact drivers to request an unscheduled delivery. Temporary tickets should be carried by drivers for this purpose and information recorded as required and same processes followed as with standard tickets.

6.3.5.11    Tanker Access. To assist the Transport Office to optimise the tanker resource and to ensure that tankers are not sent to locations where they cannot gain access due to size.  Please make a note on the ticket if the access is only suitable for a 4 wheeler/ small vehicle.

6.4       Unsafe Site / Delivery Report (US/DR)

6.4.1    Satisfactory conditions can be categorised as being able to access the delivery location and deliver the product in a safe manner to the driver, the public and the environment.  The HAZARDGRAM (See ANNEX O) is feedback so that unsatisfactory conditions can be rectified as quickly as possible.  It is in your interest that these reports are logged.

6.5       Product Grade Changes                                     

6.5.1    Ensure hose & line content card is up-to-date (checked annually or when hose length altered)

6.5.2    Set meter for delivery less the hose & line content

6.5.3    Make delivery, change to compartment required for next delivery grade.

6.5.4    Preset meter for hose & line content and complete delivery

6.5.5    Hose & line is now charged with grade required for next delivery

Contamination of Road Diesel is a serious offence and if suspected must be reported to the Depot Supervisor immediately and the tank isolated to prevent use by customer.

6.5.6    Grade changes – KERO fired (AGA) cookers. Delivery of KERO to tank for AGA cooker or similar must be preceded and followed by KERO to avoid damage to these appliances.  These deliveries will be specified as “Clean Fill” on the ticket.

6.6       Product Returns to Stock

6.6.1    Return of product to stock at depot must be carried using a Temporary Ticket to avoid tank overfilling or contamination.

6.7       Product Transfer

6.7.1    Driver must ensure tanker compartment to be filled has sufficient ullage and products are the same grade.

6.7.2    Transfer of product to other compartment or vehicle should be carried out at ground level if possible.

6.7.3    No access is permitted to unprotected vehicle tanker top

6.7.4    For vehicles not fitted with a ground level transfer system, product transfer must be carried out on suitable gantry in a non-hazardous area.

6.8       Motor spirit deliveries (See ANNEX L, for a full step procedure for all products)

6.8.1    Motor spirit order must be for specific quantity only.

6.8.2    All deliveries must be made by gravity hose only.

6.8.3    Petroleum Certificate and Competent Person must be present at delivery.

6.8.4    Check delivery area is clear of ignition sources and tank vents are clear

6.8.5    Keep public clear of delivery – cone off area,

6.8.6    Driver to confirm and agree with Competent Person the:

  1. Quantity
  2. Vehicle compartment and product grade
  3. Storage tank(s) and grade labels
  4. Delivery sequence

Ensure storage tank has sufficient ullage to hold the total quantity in compartment – witness tank dip with the Competent Person

6.8.7    Competent Person and driver are to complete Petroleum Certificate

6.8.8    The following sequence must be followed prior to discharge:

  1. Couple vapour recovery hose (if fitted)
  2. Connect hose to storage tank inlet
  3. Connect to correct vehicle compartment
  4. Competent Person to sign Petroleum Certificate to confirm correct connection made.

6.8.9    Driver must remain in constant attendance during discharge and have visual sight of tank vent pipes.

Driver must be ready to stop delivery in emergency

6.8.10  On completion, allow time for vapour to disperse before disconnecting hose from vehicle, allow draining into tank before disconnecting.

Disconnect vapour hose last.

6.8.11  Secure vehicle and obtain customer signature on delivery note.

6.8.12  Obtain completed copy of Petroleum Certificate
